Frances "Fran" Mae Oxenham December 13, 1935 – October 30, 2025
Frances "Fran" Mae Oxenham, age 89, a resident of Burlington, Washington, passed away on October 30, 2025, in Mount Vernon, Washington. She was born on December 13, 1935, in Franklin, North Carolina, to William and Mattie (Coggins) Hyatt.
Fran married Robert Oxenham on December 7, 1964, in Coeur d'Alene, Idaho. They shared nearly 45 years of marriage before his passing in 2009. Throughout her life, Fran lived primarily in Sedro-Woolley.
She worked for many years as an RN at Northern State Hospital and later at United General Hospital, where she remained until her retirement in 1987.
She enjoyed a variety of hobbies, including gardening, canning peaches, and baking delicious pies. She loved spontaneous car rides, playing cards, a good cup of coffee, and traveling to Palm Springs with her late husband Bob, Dewey and Janet Hyatt on a moment's notice. An avid reader, Fran treasured a good book, the kind that could make the world disappear around her.
She adored her pets, especially her dog Baby, and she rescued two cats, Buster and Buddy. Always known for her style, Fran never went without her hair and nails done, often saying with a smile, "I can't look like a homeless bag lady."
Frances is survived by her sons, Donald Richard (Brenda) Tracy of Franklin, NC and William Joseph Millsap of Franklin, NC; stepson, Robert Michael (Sharon) Oxenham of Burlington, WA; stepdaughters, Bobbie Jean Owens of Henderson, NV, Billie Kay Mahoni of Davis, CA; sister-in-law, Janet Hyatt of Sedro-Woolley, WA; grandchildren, Reginia Tracy; great grandchildren Kair Fish; great-great grandchildren Grayson and McKenna Fish; and numerous nieces and nephews.
She was preceded in death by her husband, Robert Oxenham; son, David Lee Tracy; brothers, Dewey, Ray and Kenneth (Jim) Hyatt; sisters, Lucille Salves, Bonnie Fay Schrum; stepdaughter, Robin Lee Walker.
A Funeral Service will be held at 11:00, Monday, November 10, 2025 at Lemley Chapel, Sedro-Woolley, followed by a Committal Service at Union Cemetery, Pastor Jim Cannon presiding. A time of visitation will be available beginning at 10:00 before the Funeral. Memorial contributions are suggested to a local food bank or Veteran's organization.
