Rhonda McMillen, 73, of Concrete, passed away peacefully on Friday, July 25, 2025. Rhonda was born October 17, 1951, to James and Helen Hargis in San Diego, California. Growing up in Southern California, Rhonda went to Allan Hancock College after graduating from Santa Maria High School in 1969. Rhonda met her Husband Gerald "Gary" McMillen while going to college and they were married in 1971.

Rhonda had two sons, Jason and Brandon "B.J.", before moving to Concrete, Washington in 1980 with her family. After her husband passed away in 1984 Rhonda raised her sons as a single working mother. Rhonda was a valuable member of the team at Cascade Supply where she started working in the mid 1980's. Rhonda formed many lasting friendships in Concrete through the years. Whether working at Cascade Supply, volunteering at local social clubs, or supporting her children's and grandchildren's scholastic activities. Rhonda was a cherished grandmother and loved spending time with her grandchildren at Cascade Days, the pumpkin patch, and during the holidays. Rhonda was an auxiliary member of the Heskett Arnold Post 132 American Legion, where she served and volunteered for many years.

Rhonda is survived by her son, Jason (Elyse) McMillen of Sedro-Woolley; son, B.J. (Jamie) McMillen of Everson; grandchildren, Macie, Trevek, Tate; her Cascade Supply family, Don, Carol, Rich, Ryan, Terry and Charlie.

She is preceded in death by her husband, Gary McMillen; parents, James and Helen Hargis; brother, James Hargis; sister-in-law, Bonnie Hargis; sister, Peggy Ferguson; dear friend, Sherri Ledford.

A celebration of Rhonda's life will be held at a time and place to be determined. In lieu of flowers, please consider donating to the Humane Society of Skagit Valley.
